Founded in 1989 by Tom and Sandy Brown, Sierra Pacific West has steadily expanded its portfolio over more than three decades. Leadership Beyond the Jobsite
With over five decades in the construction industry, Co-Founder Tom Brown is not only a seasoned contractor but also a decorated veteran, respected community leader, and the Chair of AGC. After founding SPW in 1989 with Sandy, his wife of 56 years, Tom became deeply involved with AGC—locally and nationally. Under his guidance as National President, AGC has continued to be a powerful advocate for contractors, focusing on workforce development, infrastructure investment, and regulatory reform. As Chair of AGC Charities, Tom has expanded the association’s philanthropic reach—demonstrating that good business and giving back go hand in hand.
A former President of AGC’s San Diego Chapter and the National Association, Tom has served on numerous AGC boards and committees, including the National Political Action Committee, Highway Division, Open Shop Committee, and as Chairman of the San Diego Apprenticeship and Training Trust.
A Life of Service and Impact
Tom’s leadership goes far beyond the construction industry. A veteran of foreign wars who served in the U.S. Army Intel Group and 10th Special Forces Group, Tom brings discipline and integrity to everything he does. Tom was an appointee to the California State Contractors Board under Governor Wilson and a brief period under Gray Davis.
He has served as President of the San Diego Family Justice Center Foundation, helped develop Camp Hope for children impacted by domestic abuse, and held various board roles with organizations like North County Trade Tech, San Diego Women in Construction, Make-A-Wish board, and the San Diego International Sport Council.
His impact has been recognized with honors such as Boy Scout of the Year, YMCA Patron of Youth, and inclusion among San Diego’s 50 Most Influential People. His AGC awards include the prestigious Skill, Integrity, Responsibility (SIR) award.
A Family Business with Heart
At its core, Sierra Pacific West is a family-run company. Christopher Brown, Tom and Sandy’s eldest son, now serves as Executive Vice President at SPW, helping lead the company into its next generation of excellence. Their younger son, Nicholas, has taken his own leadership path as a Battalion Chief with CAL FIRE, overseeing flight operations in San Diego County.
